Minority Coverage Foundation (MCF) is a non-governmental organisation standing with minority and marginalised communities in Pakistan, so that every family can live with dignity, reach fair opportunities and shape its own future with confidence.
Who We Are
Minority Coverage Foundation is a non-governmental organisation working alongside minority communities in Pakistan. Our name carries our purpose. Every community deserves to be covered: included in development, represented in decisions and reached by opportunity. Religious, ethnic and other minority communities too often find themselves at the edge of that coverage.
MCF exists to help close that gap. We pay attention to where minority communities are being left behind, whether in learning, livelihoods, public services or public life, and we ask what it would take to change that. Our hope is to see families grow in confidence and independence, on their own terms. Lasting change begins when people are treated as partners in their own progress, not as recipients of charity.
Our commitment to minority communities is long-term. We listen before we act, we speak with care, and we hold ourselves to the same standards of fairness that we ask of others.
To stand with minority and marginalised communities in Pakistan as they claim equal rights, gain access to education and opportunity, and build self-reliant futures grounded in dignity.
In practice, this means helping people gain the knowledge and skills that widen their choices, raising awareness of the rights every citizen shares, and building understanding between communities so that progress is shared rather than unevenly distributed.
A Pakistan where a person's faith, ethnicity, caste or background never decides whether they can learn, earn, be heard or feel safe.
We picture neighbourhoods where differences are respected and public services reach everyone fairly. Minority citizens take part in national life as equals, contributing their talents and voices to a country that belongs to all of them.
What Guides Us
Six principles shape how we think, decide and behave, in the community and within our own organisation.
Every person carries the same rights and the same worth. We challenge practices that rank people by identity.
Communities belong in the conversations that shape their lives. We aim to design our work with people, not around them.
Respect is not a reward to be earned. We protect privacy, share stories only with consent and never turn hardship into spectacle.
Knowledge opens doors. We value learning in classrooms and communities alike, and help people understand their rights and options.
Our goal is independence, not dependence. We encourage people to make their own decisions and lead change where they live.
Trust has to be earned and kept. We aim to be open about how decisions are made and how resources are used, and to answer to those we serve.
How We Work

Begin by understanding needs as communities themselves describe them, not as outsiders assume them.
Treat learning and awareness as the foundation for long-term change and economic independence.
Collaborate with community leaders, local institutions and like-minded organisations whenever that serves people better.
Encourage planning and development decisions that include marginalised communities from the outset.
Track what works, report honestly and adjust course when the evidence calls for it.
